I grew up in the US in the 1970s but I was exposed to as much Brit telly as possible by my folks, but this one doesn't ring a bell. I guess it must not have been played on Public Television.

Whence? Well, by careful analysis of the URL, I'm sure you can figure out whence. Interestingly, the same site has lots of other obscure classics, such as The Changes. It also has a lot of information about Pipkins (interestingly, before I started watching Pipkins, it was about an old puppet maker called Inigo Pipkin, but sadly the actor passed away, and Hartley Hare became the central character). But it doesn't have The Witches and the Grinnygog unfortunately (though this is mentioned at tv.cream.org). Needless to say, I've been searching out nostalgia TV.

But a pointless piece of Handful Of Songs trivia. My dad claims to have gone to school with Keith Field, the presenter / guitarist. (And for all I know, my mum once dated Yoffi from Fingerbobs).

Have I alienated any non UK readers here, I wonder?

This reminds me of that show on last year. Did you see the one with the old man who ate Branston pickle until he was blinded by a rogue piece that shot out of his mouth when he was watching Eastenders? I've got it on tape if you so wish to borrow it. Snapple dee back to work for me.
